试论城乡统筹下的都市区城乡用地分类

The Study on the Urban-rural Land Classification in Metropolitan Area in Urban-rural Planning

《城市用地分类与规划建设用地标准》(GBJ137-90)、《村镇规划标准》(GB 50188-93)自20世纪90年代颁布以来,对我国城市规划的规范化起到了重要的作用。但两个标准相互分离,一定程度上造成了中国城乡建设分割的局面。随着《城乡规划法》的颁布实施、第十七届三中全会的召开,城乡统筹发展成为实现城乡一体化进程的必要选择,在这种情况下,城乡之间迫切需要一个连续、系统的用地分类体系。从传统城乡用地分类的困境出发,针对都市区这一类特殊空间单元,文章提出以"都市组团"、"都市绿郊"为都市区发展的目标空间,以"城镇用地"、"乡村用地"和"城乡一体化用地"表征都市区空间用地发展的区域角色,以此为基础形成"6大类、33中类"的都市区城乡用地分类体系。

In 20th century 90＇s, the ＇Urban land use classification and planned urban construction land standards＇ （GBJ137-90） and the ＇town planning standards＇ were enacted, and they play important roles in standardizing the urban planning in China. But because these two standards separated each other, it causes the separated construction in urban and rural to some extent. With the promulgation and implementation of the ＇law on urban-rural planning＇ and the held of the Third Plenary Session of the 17th, it is necessary to realize the development of urban-rural planning, which is necessary in the process of urban-rural integration. Under this situation, a consecutive and systemic land use classification between urban and rural is needed. To solve this dilemma, with metropolitan area as study object, this paper proposes to take ＇urban cluster＇ and ＇urban outskirt＇ as target space, and take ＇urban land use＇, ＇rural land use＇ and ＇urban-rural integration land use＇ as regional role. On the base of mentioned above, formed a metropolitan area urban-rural land use classification system with 6 large classes and 33 middle classes.
