种粮补贴政策对广东省农户种粮收益的作用效果与政策建议

Effect and Policy Suggestions of Grain Subsidies on Grain Return in Guangdong Province

种粮补贴对种粮收益的作用效果直接影响种粮的比较利益和农民的种粮积极性。本文在回顾广东省种粮补贴政策发展历程的基础上,分析了种粮补贴政策对农户种粮收益的作用效果。结果显示,种粮补贴资金的增加无法抵消种粮总成本的增加;在影响农户种粮收益的主要因素中,粮食销售价格、劳动力工价和肥料价格对农户种粮收益的影响超过种粮补贴;种粮补贴没有从根本上改变种粮比较利益偏低的局面。基于以上研究结论,本文提出了完善种粮补贴政策的几点建议。

Effect of the grain subsidies on grain return directly influence grain＇s comparative interest and peasant’s enthusiasm to plant grain.This paper reviews the developing process of the grain subsidies in Guangdong Province and analyzes the effect of the grain subsidies on grain return.The result show the raised grain subsidies can not offset the increased grain cost;the effect of grain price,labor price and fertilizer price on grain return exceeds that of grain subsidies;there is no fundamental change in grain＇s comparative interest.Based on the above results,we put forward some suggestion on how to improve the policy of grain subsidies.
