高校与地方政府合作办学的探索与实践——张家港校区发展的思考

Exploration and Practice of Universities and Local Governments Cooperation in Running Schools——Development of Zhangjiagang Campus

高校与地方政府异地合作办学是在高等教育大众化形势下,为解决高校办学资源不足与人们接受教育需求这两者之间矛盾的重要举措。异地办学为高校扩张提供了显著的机遇,也面临着不少的挑战,如何充分利用地方与校本部双方资源,正确定位异地校区基本职能和办学特色,合理选择管理模式是目前异地办学急需解决的几个问题。

Under popularization of higher education, universities and local governments cooperation in running schools is an important step to solve the contradiction between shortage of higher education resources and people＇s need of higher education. Jiangsu University of Science and Technology and Zhangjiagang government established a new campus in Zhangjiagang an economically developed city. This helps relieve lack of the students and graduates＇ employment difficulties and promote the sustainable development of enterprise, school and scientific research, but there are some problems, such as lack of political and cultural accumulation, difficulties to introduce outside talents and low economic returns for the main campus. Running school in a foreign city, we must manage the school independently and efficiently based on its overall development needs, with the help of the local industry and teaching staff from the main campus. During the transition some relevant problems have to be solved, such as the main campus＇ responsibility for running school in a foreign city, incentive policies to introduce outside talents and strengthening the cultivation of its teachers＇ practical ability, etc.
