摘要
分析了高速公路的本质及其外在表现，论述了高速公路的基础性、公益性和一定意义上的商品性。
This paper analyzed freeway's natures and their apperances, discussed freeway's characteristics of basis, public welfare and merchandise. It provided the theoretical foundation for forming the freeway's manage system.
