摘要
遭受污染的土地不仅丧失了利用价值,也成为二次污染的源头,加速了污染的扩散。土地污染的治理已经成为各国环境法规范的重点。本文考察了美国棕色土壤污染治理法律体系,重点分析了其中严格责任制度的具体规则,以为我国相关立法提供借鉴。
Contaminated land is not only the loss of use value, bus also has been a source of secondary pollution and accelerates the spread of pollution. Controling and Clearing pollution land has been the focus of countries＇ environmental laws. This paper investigates the legal system of Controling and Clearing Brown Land in U. S. and analyses the specific rules of strict liability. The purpose of this article is to provide a valuable reference for related legislation in China.
