论国际货币基金组织协定下的汇兑安排义务——兼评IMF执行董事会《会员国政策双边监督》决定

摘要 《国际货币基金协定》在确认会员国具有选择汇兑安排自由的同时,也要求会员国承担与国际货币基金组织及其他会员国进行合作,以保证有秩序的汇兑安排,促进汇率制度稳定的义务。2007年国际货币基金组织执行董事会通过的《会员国政策双边监督》决定,则为基金组织进行双边监管和会员国履行汇兑安排义务提供了指导原则和具体标准。
