电子文件运动情形异常必须满足的条件

Several Conditions Have to Be Met that We Confirm the Unusual of Electronic Records Motion

电子文件运动情形的异常是当前中外许多档案学者都持有的观点,根据文件运动的本质,本文论述了确认电子文件运动情形异常必须满足的几个条件,并指出,除条件一必须满足外,其余六个条件只需任意满足其中之一便可确认,如果这六个条件都不能满足,则不能确认电子文件运动情形的异常。另外,笔者特别指出的是,不同于文件生命周期理论内容的电子文件管理情形并不能作为电子文件运动情形的异常来看待,因为文件管理毕竟不同于文件运动。

The unusual of electronic records motion is the point which a lot of archivists have,according to the essence of recards motion,this paper talks about several conditions to be contert that we confirm the unusual of electronic records motion,and points out anyone of the other six conditions to be content that we confirm the unusual except condition 1,if those six conditions all are not content,we can not confirm the unusual.Otherwise,the writer points out specially ,the differences of electronic records management from the theory of records life cycle can not be treat as the unusual of electronic records motion,because records management is different from records motion.
