滇池流域水资源调控应急方案

Emergency Plan for Water Adjustment and Control in Dianchi Lake

滇池流域水资源调控应急方案通过合理调度流域水资源，保证世博会期间，大观河、滇池草海敏感区水质有明显改善；要求大观河从１９９９年３月１日起至同年１０月３１日不间断供水，供水保证率为１００％；草海水体至少置换一次。应急方案分平枯丰三个不同水期制定，采取滇池—盘龙江—松华坝水库联合调度方式，以滇池外海提水为主；充分利用松华坝水库弃水、河道区间径流及污水处理厂出水，以降低运行成本。应急方案总投资约３６０万元。

Through rational control,the emergency plan for the water regulation and control in Dianchi Lake targets to ensure that during Expo'99,water in the sensitive regions of Daguan River and Dianchi Lake can be obviously improved.It is required that from March 1st to October 31st,1999,the water supplied to Danguan River should be sustainable with 100% water supply reliability.Water in Dianchi Lake should be replacd one time at least.The emergency plan is made for the dry,average and wet period of water.The water in Dianchi Lake,Panlong River and Songhuaba Reservoir will be joint controlled and the Waihai of Dianchi Lake will be taken as the main water supplier.To reduce the operation costs,the surplus water of Songhuaba Restrvoir,runoff of the rivers and laker,and outflows from wastewater treatment plants will be fully used.The total invstment of the plan is estimated to be 3 6 million yuan.
