金代地方监察制度研究——以提刑司、按察司为中心

The Research for Local Supervision System Revolved around Tixing Division and Ancha Division of Jin Dynasty

金代地方监察机构,其建置学习宋代,表面看来,制度建设方面新意迭出,调整频繁。但有金一代,出于实用目的而导致建置的繁复变迁,反使监察机构实际执行能力日趋低下。监察力量的缺乏,严重影响了金代地方行政的效果,甚至导致中央集权的不稳固,并因此加剧了金末的内乱。

The local supervision system in Jin Dynasty modeled its construction after that of Song Dynasty. And its construction never stopped to outward seeming but its lower and lower implementation capacity was actually true for the reason of its constant vicissitude for the purpose of application. Lack of the supervision deeply interfered with the effect of operation of local administration in Jin Dynasty, even result in the unstability of the central authority and thus aggravated the civil commotion in the later Jin Dynasty finally.
