摘要 在阐明流域复合水系统开发利用与保护管理指标体系的研究目的和原则的基础上,初步构建了包含目标层、领域层、准则层和指标层的四阶递阶层次指标体系,并根据大汶河流域复合水系统的现状和特点,运用层次分析法和重要性指标筛选方法对指标进行了筛选,最终确立了涵盖水资源、社会经济和生态环境方面4个领域、10个准则、23个指标组成的指标体系。该指标体系是依据大汶河流域的现状建立的,并汇总了专家对于各指标相对重要程度的打分,能够全面客观地反映大汶河流域复合水系统开发利用与保护管理情况。 On the basis of clarifying the purpose and principles of the establishment of development and protection indicators system of river basin complex water system,a 4-layer-level indicators system including the target layer,field layer,criteria layer and indicator layer is preliminarily established.According to the status and characters of Dawenhe River Basin,the indicators are screened by using the method of AHP and screening important indicators method,an indicators system,which has 4 field layers,10 criteria layers and 25 indicators and covers aspects of water resources,socio-economic and ecological environment,is eventually established.The establishment of this indicators system is based on the status of Dawenhe River Basin.The indicators system summaries the advice of experts and can comprehensively and objectively reflect the development and protection status of Dawenhe River Basin complex water system.
