The four generations of central collective leadership of the CPC have always attached great importance to the inter-governmental relations.Since the foundation of the People＇s Republic of China,the theoretical and practical ponder of this issue has experienced four stages： primary exploration;effective breakthrough;further development;unceasing innovation.Each stage has different theoretical cognition and practical priority.The review and analysis on them are beneficial to CPC＇s improvement of inter-governmental relations.
