钦州保税港区是中国西部沿海距东盟最近的保税港区。中国-东盟自由贸易区的建成对钦州保税港区的产业布局及发展,既带来了新机遇,同时也面临着新挑战。要优化钦州保税港区产业布局,必须重点发展支柱产业,实施统一协调的内外规划、重点引进世界知名航运企业、改革创新通关模式、加快整车进口口岸规划建设、拓展产业基础设施融资途径、加快面向东盟相关产业园区建设、统筹城乡配套产业互动发展等对策措施。

Qinzhou Free Port is the nearest port from China＇s western coastal area to the ASEAN,the building of China-ASEAN Free Trade Area brings not only opportunity but also challenge to the distribution and development of the industry in Qinzhou Free Port.To optimize the industrial distribution in Qinzhou Free Port,it is of necessity to take the following countermeasures： First,to attach most importance to pillar industries;Second,to coordinate the development strategy inside and outside the free port;Third,to introduce world famous shipping enterprises into the free port;Fourth,to reform custom-clearance mode;Fifth,to speed up the building of whole-car-import port;Sixth,to broaden the way of raising funds for basic facilities,Seventh,to promote the construction of related industry park;Eighth,to coordinate the development of related industries in rural and urban areas etc.
