Under the guidance of scientific concept of development, regional governance practice has realized the following objects：forming a scientific development concept; determing the scientific development goal; being able to choose scientific measures and methods to achieve development goa/s;being able to use scientific standards of objec tive evaluation of practice, and scientificly adjusting the regional concepts, the development objectives and its measures and methods. Therefore, the scientific concept of development is the fundamental guiding ideas of regional governance practice .
