摘要
人力资源开发度即人力资源开发程度,是指组织对人力资源道德、体力、技术等能力的提升程度及对人力资源使用效率的整体评价。笔者从人力资源的道德能力、体力能力、技术能力、人力资源结构、配置效率等五个方面对我国东北地区的区域人力资源开发度进行了分析和评价,发现东北地区与我国东南沿海地区相比,虽然人力资源道德开发度较高,受教育程度也略有优势,但在体力能力、人才竞争力、技术能力、结构和配置效率等方面都存在着明显差距。
Human resource development degree is the degree of human resource development,which is the promotion level of human resource morality,strength,technique and other capabilities,and the whole evaluation for the use efficiency of human resource by the organization. This article evaluates and analyses the regional human resource development in the northeast China in five aspects,which are moral capacity,physical ability,technical skill,human resource structure and configuration efficiency,and find that compared with the southeastern China and the coastal areas,although the northeast area has a high degree of human resource development,and a slight advantage in the level of education,there is a clear gap in the physical ability,talent competitiveness,technological capability,structure,configuration efficiency,etc.
