基于可持续发展的超超临界火电机组建设绩效评价研究

摘要 为了推动火电项目的可持续发展,改变传统项目后评价中重视过程评价而轻视效果评价的做法,建立了基于可持续发展的火电机组建设绩效评价指标体系和DEA交叉评价模型。算例证明:该评价体系和模型应用于火电机组建设绩效评价,能够很好地突出项目的技术可持续性和环境可持续性目标。 In order to promote the sustainable development of thermal power projects,post-evaluation in the practice of traditional project was changed which emphasized the process evaluation and neglected the effect evaluation.The construction performance index system of thermal power unit and the model of DEA cross-evaluation were built which was based on the purpose of sustainable development.The example indicates that the evaluation system and model which are applied to thermal power unit construction performance can emphasize the technology sustainability of project and the target of environment sustainability.
