总结分析了我国污泥处理处置的现状与问题,回顾了欧美等发达国家或地区污泥处理处置技术的发展历程,提出污泥处理处置应符合"安全环保、循环利用、节能降耗、因地制宜、稳妥可靠、经济可行"等原则。基于这些原则,分析探讨了污泥处理处置方案选择的程序与方法,总结提出了污泥处理处置设施规划建设与运营管理的基本要求。

The current situation and problems of sludge treatment and disposal in China are summarized and analyzed. The development process of sludge treatment and disposal in developed countries and regions in Europe, America and so on is reviewed. It is put forward that sludge treatment and dispos- al should meet the principles of safety and environmental protection, recycling, saving energy and reduction consumption, according to the local conditions, reliability and economic feasibility. Based on these principles, the procedures and methods for selecting sludge treatment and disposal schemes are discussed, and the basic requirements for planning, construction and operation management of sludge treatment and disposal facilities are proposed.
