“新医改”政策下公立医院补偿途径和水平研究

Study on Compensation Mechanism of Public Hospitals under New Medical Reform

目的:探讨公立医院药品加成取消后的补偿机制,为完善公立医院取消药品加成后的补偿途径和补偿水平提出建议。方法:通过对2002～2008年卫生统计数据的测算,调查取消药品加成后公立医院的收支情况,分析取消药品加成后公立医院的补偿途径和补偿水平。结果与结论:取消药品加成后,公立医院在现有政府投入和医疗服务价格下亏损较大,为保证公立医院正常运行,需通过增设药事服务费、调整医疗服务价格、增加财政投入等措施进行补偿。

OBJECTIVE：To discuss compensation mechanism of public hospitals when government abolishes the drug mark-up.METHODS：Based on the statistic data of healthcare system from 2002 to 2008,the compensation mechanism of public hospitals after the drug mark-up abolishment was analyzed.RESULTS CONCLUSION：When government abolished the drug mark-up,the public hospitals would trap into deficit.Consequently,the deficiency should be made up by setting pharmaceutical service fee,adjusting medical service fee and increasing governmental investment.
