On the Theoretical Origin and Economic Effect of Service Subsidies

This paper discusses and reviews the theoretical origin of subsidies from the perspectives of subsidy function, effect and cost. Service subsidy is an important industrial policy and service trade policy tool, which plays a vital role in the realization of the benign interaction between industrialization and service. China needs to formulate a detailed subsidy scheme and a rigorous evaluation and guarantee system to fully exert the strategic role of service subsidies in the development of economy.
