我国森林旅游资源管理体制改革研究

Study of Management System Reform of Forest Tourist Resources in China

我国森林公园与自然保护区大多数是在国有采育林场的基础上建立起来的,管理机制先天不足。虽然近年来管理体制改革取得了一些成绩,但由于森林旅游在我国是一项新的产业,目前的管理体制还很不健全。体制的不健全已导致资源破坏、环境污染、利益分配不合理、国有资产流失等问题,对森林旅游资源管理体制创新进行深入研究,在理论和实践上都具有重要意义。本文从我国森林旅游资源管理体制现存的主要问题入手,提出了我国森林旅游资源管理体制改革的具体举措。

In China, forest parks and nature reserves are mostly developed on the basis of state-owned forest farm, the management system of which is deficient. Although the management system reform in recent years have proved a modest success, it is far from perfect, as the forest tourism in China is a new industry. As a result, the imperfect system have caused such problems as resource destroying、environmental pollution、unreasonable distribution of interests and stated-owned assets loss, etc. To further study on the innovation of management system of forest tourist resources is significant on the theory and practice. Beginning with the major problems existing in the management system of forest tourism resource, put forward the ways of reform.
