摘要
由于长期的河道淤积及在主干河上建桥的不科学,导致乐清市区排洪能力越来越差,特别是近几年发生的台风、暴雨灾害,使乐成平原的损失巨大。为此,乐清市政府启动建设乐清市乐虹平原防洪一期(乐成片)工程。本文通过深入地调查研究乐成平原水利工程现状、近几年台风暴雨损失情况、新建工程的规模和投资,以及对工程效益的深入分析,并由此结合"流域防洪效益宏观计算模型"对本工程的防洪减灾效益进行了计算和评价。
Due to the long-term river channel sedimentation and unscientific bridge construction on the main river,the drainage capacity of Leqing City is getting worse. Especially in recent years,typhoons and storm disaster lead to huge losses in Lecheng plain. The government of Leqing City initiated constructing flood control project of Lehong plain(Lecheng section). This paper made a deep investigation of the condition of hydropower project,typhoon storm losses in recent years,the investment of new construction and the project benefits by means of the "River flood control benefit macro-calculation model".
