经济发展方式转变的困局与破局——市场主体行为的视角

The Predicament and Breach of Transformation of Economic Development——From Perspective of the Actions of Market Entities

我国转变经济发展方式已经提出了多年,学术界的讨论更早,但是收效甚微。文章从决定微观经济发展主体行为的视角来看,笔者认为经济发展方式困局难以突破的原因在于政府的非理性行为难以矫正,从而导致整个社会市场主体的非理性行为。因此,转变经济发展方式的主要执行者是企业,但政府是关键,要转变经济发展方式就要以矫正政府的非理性经济行为为突破口,以建立可持续发展的激励机制和增加居民收入为重点,以完善市场经济配套体系为补充,深化和加快政治、经济体制改革,完善社会保障体系、健全经济健康发展的监督体系,形成全体国民共享经济社会发展成果的分配体系。让集约式可持续发展模式成为我国经济社会发展的一种常态。

The idea of transformation of development modes has been put forwards for many years,and it has been discussed in academe more ahead.But there are few effects.This paper expects to find the answers.Author insists that the basic reasons which the development modes hardly transfer are mainly because of the irrational action of governments from the perspective of economic entities.Therefore,the principal parts of development transformation are firms but the key parts are governments.The breach of the predicament is to make the governments run rationally as the sticking points,to make establish incentive mechanism of continual development and increase the income of residents as keystone,and to make perfect elements of market economy as supplement.It also needs to deepen and quicken the reformation of political and economic systems,construct social security,design monitoring systems and form the distribution institution which makes all the people enjoy the fruits of development.So we can make our continual development mode as a usual state.
