义务教育资源均衡配置问题研究——以甘肃、河南、山东、陕西为例

Study on the balanced distribution of compulsory education resources——taking Gansu,Henan,Shandong,Shanxi provinces as example

通过对甘肃、河南、山东、陕西四省的教育均衡度进行调查分析,发现各省之间中小学生均教育经费、生均预算内教育经费、生均公用经费、生均仪器设备经费的配置存在明显的差异,造成这种差异的原因有多方面的,主要原因是各省经济发展水平差距太大,基础教育资源配置不均,各学校之间教育发展不均,现行义务教育投资管理体制不健全等。针对义务教育资源配置不均的问题提出相应的解决策略。

Depend on the research about education balance of Gansu,Henan,Shandong and Shanxi,we discover that allocation of educational expenditure,budget educational expenditure,public expenditure,instrument and equipment expenditure per student are obviously different.The results of these discrepancies have many sides.And the main results are as follows： the discrepancy of level of economic development is too large among provinces;the basic education resources are divided unequally;the development of education is different among schools;the existing compulsory education investment management system isn＇t perfect and so on.The paper brings forth the relevant solutions to the uneven distribution of compulsory education resources.
