我国普通高校教育经费政府投入比例问题初探

Searching Problems of Ratio of Government Investment Funds of Higher Education in China

通过对2003~2007年我国普通高校教育经费政府投入比例现状分析,将此五年间的政府投入比例与非政府投入比例、政府投入占GDP百分比、政府投入在各地区的差异、政府投入与外国的差异作了充分比较,分析了影响我国普通高校教育经费政府投入的因素,提出了加强政府对普通高等教育发展的财政责任,统一教育经费的统计口径,制定符合科学发展观的政府投入标准,借鉴国际教育经费投入体制等建议。

This article is mainly concerned with the analysis of the situation of higher educational investment funds ratio between 2003 to 2007.comparing the proportion of government investment and non-government investment,government investment ratio of GDP,the proportion of government investment in the various regions,domestic and foreign government investment ratio,Summarizing the reasons of the low proportion of government investment funding.At last,it gives some policy recommendations to increase the ratio of government investment funds： enhancing the financial responsibility of government;unifying statistical standards in education funding;formulating government investment standard with the scientific development concept.Input from international education funds system,etc.
