摘要
冷战结束以来,国际体系处于一种大变动、大动荡的局面之中。本文沿着冷战结束后美国在国际体系转型不同阶段所处的地位,梳理了与之相对应的美国—塔利班关系走向的3个阶段,即间接支持及有限接触时期(1994至2001年)、严厉打击时期(2001年"9.11"至2009年初)和交好"温和塔利班"、打击极端塔利班时期(2009年迄今)。国际社会已进入"一超多强"且"一超衰落"的新时期,美国—塔利班关系的未来走向与公正合理中东政策的制定以及引导伊斯兰世界融入国际体系这两大要素有着紧密的联系。
Since the end of the Cold War, the international system has seen great change and turmoil. This article examines US-Taliban relations by dividing it into three periods, namely indirect support and limited contact (1994 2001); cracking-down (9/11 events to 2009), and trying to engage in the 'moderate Taliban' while fighting extremist Taliban (2009 present). Given the present international community characteristic of 'one superpower and multiple big powers' and the 'fading superpower', the future of US-Taliban relations relies on developing a reasonable Middle East policy as well as enlarging the Islamic world's role in the global system.
