From Absent to Present:The government Responsibility in Higher Education Finance

20世纪90年代以来,我国高等教育财政陷入了困境,原因包括规模扩大过快、制度不健全等因素,但政府同样承担着不可推卸的责任。当前高等教育财政中政府责任缺位体现在投资责任缺失和转移、效率与公平问题突出、法制建设滞后、多元筹资缺乏政策供给和中介组织发展缓慢等方面。可通过增加公共财政投入、促进制度变迁、开源与节流并重、加快高等教育财政法制化进程、培育和管理中介组织以及建立高等教育财政问责制等措施来实现政府责任的回归。

Since 1990＇s, higher education finance in China has been in a mess. The reasons lie in the excessive expansion and imperfect system, and the government bears an inescapable responsibility. The absence of government responsibility in current higher education finance is manifested in the following ways： the absence of investment duty, the striking equity and efficiency problem, the backward law construction, the slow progress in intermediary organization, and so On. To make government responsibility be present, it is necessary to increase public financial investment, to promote system reform, to lay equal stress on open source and reducing expenditure, to accelerate the institutionalization of higher education finance, and to establish the accountability system of higher education finance.
