摘要
为进一步提高大学教师质量,增强大学科研体制的创新能力,近年来德国对大学教师聘任制度进行了一系列改革。主要是改革教师学术资格认证制度,包括缩短学术资格认证时间和设置初级教授职位;改革大学授课资格制度;建立有效的工资等激励机制;方便人才在大学、校外研究机构和企业之间的流动。
Universities in Germany have in recent years enforced series of reforms upon the employment relations of university faculties.These reforms were anticipated to improve the quality of university faculty pool and to reinforce the institutional capability of research creativity.Some primary interests of these reforms are referring to the accreditation mechanism of faculties' academic certification,including narrowing down the waiting period for accreditation and setting up junior professorship,to the regulations for college teaching qualifications,to the establishment of effective monetary motivational mechanisms,and to the initiative of encouraging talent rotations across universities,external research institutes,and industries.
