摘要
在分析四川省小水电资源优势的基础上,从并网小水电项目的基准线情景识别、额外性分析等方面探讨了四川省发展CDM(清洁发展机制)小水电项目的潜力,同时根据地区基准线排放因子及国际市场平均价格走势,给出了第一个7年计入期内拟定小水电项目的各年减排效益趋势图。研究表明,四川地区的CDM小水电项目蕴含着巨大的减排潜力及减排效益,是实现地区可持续发展的重要环节。
The small hydropower resources in Sichuan Province are abundant.The development potential of grid-connected small hydropower project under Clean Development Mechanism（CDM） was explored from the baseline scenario identification and additionality analysis,and the annual reduction benefit of greenhouse gas emission in the first crediting period of 7 years was given according to baseline emission factor and international average price.The results show that the small hydropower development under CDM has huge emission reduction potentials and benefits,and is an important field to achieve sustainable regional development.
