摘要
长江上游是我国水土流失最为严重的区域之一。1988年,国务院批准实施长江上游水土保持重点防治工程(简称"长治"工程)。20多年来,在长江上游水土保持委员会的统筹协调下,各治理区坚持以科学规划为指导、以小流域为单元防治水土流失的技术路线,坚持严格管理,重视队伍建设,注重科技创新,充分调动全社会参与的积极性,取得了十分显著的生态、经济和社会效益,积累了我国国家水土保持重点工程建设的宝贵经验。针对我国水土保持生态建设现状,提出要充分发扬"长治"工程的成功经验,以解决民生问题为导向、以前期工作为抓手、以强化建设管理为重点、突出治理重点、创新建管模式的指导方针,扎实推进国家水土保持重点工程建设,努力促进我国广大山丘区民生改善和经济社会可持续发展。
The upper Yangtze River is one of the most severe water loss and soil erosion areas in China.In 1988,the State Council approved to implement the major control engineering of soil and water conservation in upper and middle Yangtze River.For more than 20 years,by the overall coordination of Water Conservation Commission in upper Yangtze River,we stick to the scientific development perspective and adhere to the technical route of preventing soil-water loss depending upon small watershed harnessing.The government insists in strict management,pays attention to talent training and science and technology innovation,and encourages the whole society to participate in this feat,which acquired notable ecological,economic and social benefits,and accumulated precious experience in the construction.In the light of ecological construction and soil and water conservation situation in China,it is proposed to carry forward experience of major control engineering of soil and water conservation in upper and middle Yangtze River.Aiming at solving the problems concerned with people′s livelihood,we make a good start for the preliminary job,and make every effort to strengthen the construction,highlight the key points in the control of water loss and soil erosion,set up the construction and management mode,stimulate improvement of the people′s living standards and the sustainable development of economy and society in the vast mountainous areas in China.
