Achievement and experience of 20-year construction of soil and water conservation in Shaanxi Province

陕西省实施"长治"工程20 a中,坚持以人为本,人与自然和谐共处的理念,不断调整治理思路,贯彻落实科学发展观,把项目建设作为构建和谐社会和建设社会主义新农村的切入点和突破口,按照治理与产业开发相结合、治理与保护生态环境相结合、治理与群众脱贫致富相结合的原则,坚持以小流域为单元,立足实际,统筹安排,积极进行了山、水、田、林、路、草等综合治理,取得了显著成效。介绍了陕西省"长治"工程获得的丰富经验。

In the 20-year construction of major control engineering of soil and water conservation in upper and middle Yangtze River,Shaanxi Province persists in human-oriented and human-water harmony idea,successively adjusts the regulation train of thought,implements scientific development concept,takes project construction as the breakthrough point of constructing a harmonious society and new socialist countryside,obeys the principles of the combination of regulation with development,ecological environment protection and wiping out poverty,takes small basin regulation as main point to actively carry out comprehensive regulation on mountains,waters,farmland,forest,roads and grassland etc.,and has obtained significant achievements.We introduce the experience of major control engineering of soil and water conservation in upper and middle Yangtze River,Shaanxi Province.
