陕西省镇巴县自1989年实施"长治"工程以来,全力打造生态经济型"长治"精品工程,取得了水土保持和县域经济、社会发展的重要成就。概述了"长治"工程的进展情况,以及取得的经济效益、生态效益和社会效益。介绍了通过强化组织领导,树立精品工程,严格质量管理,组织资金投入,健全管理机制和创新治理技术等措施分期分步实施"长治"工程。指出了在组织投资和完成基本农田建设方面存在的不足,并提出今后治理工作的设想。

Since implement of major control engineering of soil and water conservation in upper and middle Yangtze River in 1989,Zhenba County of Shannxi Province obtained important achievements in social and economic development through execution of ＂excellent project＂ strategy.We summarize the progress of major control engineering of soil and water conservation in upper and middle Yangtze River as well as the obtained economic,ecological and social benefits,introduce the measures of organization and leadership,＂top-quality project＂ establishment,quality management,fund investment,management system and technology innovation in step-constructed major control engineering of soil and water conservation in upper and middle Yangtze River,and point out the problems in organization,investment and fundamental construction,in the last,put forward the future harnessing scheme.
