试论倾销与反倾销的关系

On Dumping and Anti dumping

倾销与反倾销是一对难解的矛盾。倾销一向被认为是一种低价销售行为，通过不公平竞争的手段干扰市场，危害别国的生产，但却有其存在的客观意义；反倾销能够保护市场的公平竞争，保护本国工业不受损害，但由于发达国家的滥用，却又使它演化成一种主要的贸易壁垒。我们应当从以下三个方面去研究倾销与反倾销的关系：（１）倾销是否以垄断为目的，（２）倾销是否以危及朝阳工业为目的。

Abstract Dumping and anti dumping is a pair of contradictions that is hard to deal with.Dumping has long been thought of as a deed that interferes with proper operation of the market by selling at low prices through unfair competition,for it brings about harmful effect on production of other countries.But sometimes dumping can be seen as reasonable.On the other hand,while actions of anti dumping can ensure fair competition in the market,it has become a major obstacle to trade,as it has been abused by developed countries.Therefore,the author points out,three questions should be asked in dealing with dumping.They are:Is it for the purpose of monopoly?Will it harm new industries?Is it meant to shift off the burdens of crises?
