城乡统筹发展中的政府职能转变探析

在城乡统筹发展中,政府具有至关重要的作用。从城乡统筹中政府职能角色定位出发,论证了加快政府职能转变的主要意义,并针对政府在城乡统筹发展中存在的问题,提出了政府职能转变的路径,主张创新政府职责体系、约束激励机制、公共服务机制和行政运行机制,建立"有限、责任、服务、高效"的政府,有效解决政府在统筹城乡发展过程中出现的"错位""缺位""越位"现象,提高行政管理效率,促进城乡统筹发展。

Governments are playing the crucial role in the process of balancing urban and rural development.Starting from the position of government role in balancing the city and countryside,this paper illustrates the significance of quickening the transformation of government functions.Based on the problems caused by governments in balancing urban and rural development,this paper puts forward the path for the governments to transform their functions and advocates some ways to innovate the system of government role,public service system and administrative operation system and establishes the ＂limited,responsible,service and high-efficient＂ government in order to work out the ＂dislocate,offside and defaulted＂ phenomenon by the governments in the process of balancing urban and rural development with the final purpose of improving administrative efficiency and promoting the balanced urban-rural development.
