Innovations in Environmental Policy-making and Implementation under the Mode of Ecological Administration

在以管理行政为主的社会治理模式下,原有的环境政策理念、环境政策体制以及环境政策工具无法解决由于社会转型以及经济结构调整逐渐积累的一系列新的环境问题。因而,必须突破管理行政模式下环境政策制定和执行的困境,以生态行政理念为指导,坚持以人为本,统筹社会经济发展与自然生态环境保护,以及物质文明建设与精神文明建设、生态文明建设的全面协调可持续发展,在生态行政模式下创新生态环境保护政策的制定和执行,以解决日益突出的环境问题。

Under the mode of governance-based social administration,the traditional conception of environmental policy,the policy-making and implementation system and the environmental policy instruments fail to solve the problems building up in the process of social transformation and economic restructuring.Therefore,it is urgent to rise above the difficulties in making and implementing the environmental policies under the mode of governance-oriented administration.Under the guidance of the concept of ecological administration and sticking to the principle of putting people first,we have to make a balance between the social and economic development and ecological and environmental protection and between the construction of material civilization and the construction of spiritual civilization,thus achieving a comprehensive and coordinated sustainable development of ecological civilization.In order to address the pressing environmental problems,we also have to make innovations in making and implementing policies for ecological and environmental protections under the mode of ecological administration.
