农村公共服务需求特征研究——基于新疆北疆地区的典型性调查

Research on Demand Characteristics of Rural Public Services——Based on a Typical Investigation in North Xinjiang Area

农村公共服务的供求平衡问题一直是新农村建设所关注的焦点,新疆农村公共服务"供不应求"与"供非所求"现象同时存在,如何提高供给的针对性和瞄准度,是构建以需求为导向的农村公共服务供给制度的关键。本研究以北疆地区的28个县市61个行政村149位农户基本生产、生活公共需求的典型性调查为研究对象,通过计算受访者对各项公共服务的需求强度,分析与评价调查区农民公共需求的位序与结构特征,提出调整财政支出结构、构建惠及全民的公共服务体系的建议,以期为新疆北疆地区的新农村建设以及社会公共服务的有效供给提供参考。

The balance between supply and demand of rural public services is the focus of new rural construction.The phenomenon of＂supply falls short of demand＂coexistes with＂supply for non-strives for demand＂in Xinjiang rural public services.How to enhance the pertinence and aiming of supply is the key to construct the rural public service system with the demands as the guide.Taking the typical investigation of basic public demands in production and life of 149 farmers of 61 administrative villages in 28 counties in north Xinjiang areas as the object,the demand intensity of interviewees to every public service was calculated,the orders and structure characteristics of the demands were analyzed and evaluated,the suggestions on adjusting the financial expenditure structure and constructing the public service system to benefit all the people were proposed,which would provide the reference for the new rural construction and effective supply of rural public services in north Xinjiang area.
