山东省污染密集型产业结构调整对策研究

Countermeasures of Structural Adjustment of Pollution-intensive Industries in Shandong Province

随着全球金融危机的深化和向实体经济的蔓延,山东省污染密集型产业受冲击较大,影响了全省经济发展,对污染密集型产业进行结构调整的压力日益加剧。本文运用区位商和经济增长贡献率对山东省污染密集型产业发展水平进行了实证分析,结果显示:山东省19个污染密集型产业中近三分之二的产业在全国地域分工中具有比较优势,污染密集型产业的平均贡献率高于全部产业的平均贡献率。污染密集型产业在山东省经济发展中具有重要作用,但同时也增加了节能减排的结构性阻力,加大了为应对金融危机而进行产业结构调整的难度。在对环境规制基础、外商直接投资流向、贸易结构、地区产业结构和人口就业压力等约束条件进行分析基础上,文章提出山东省应完善环境规制制度和产业政策体系;调整完善外资、外贸政策;促进区域经济协调发展;加快技术进步,建立健全技术支撑体系;完善配套政策措施。通过多种政策配合使用来实现污染密集型产业结构调整。

With the global financial crisis deepening and spreading to the real economy,the pollution-intensive industries of Shandong Province are obviously impacted by financial crisis and the whole province＇s economic development is also affected.Accordingly,pollution-intensive industries are confronted with the growing pressure of structural adjustment.In this article,location quotient and contribution rate to economic growth are employed to make an empirical analysis on the level of the pollution-intensive industries of Shandong Province.Results showed that： Two-thirds of the whole 19 pollution-intensive industries of Shandong Province have the comparative superiority in the territorial division of China,and the average contribution rate of the 19 pollution-intensive industries is higher than the average contribution rate of all industries in China.Pollution-intensive industries play an important role in economic development.However,pollution-intensive industries not only increased the structural resistance of energy-saving and emission reduction,but also increased difficulty in adjusting industries＇ structure under the financial crisis background.Based on the empirical analysis of the constraint conditions,such as environmental regulation,foreign direct investment flows,trade structure,regional industry structure and people＇s employment pressure,the article points out that Shandong Province should perfect environmental regulation and industrial policy framework,adjust foreign investment and international trade policy,promote the coordinated development of regional economy,speed up technological progress and establish the technical support system,and complete technology support policies and measures.It should be a ideal method to reach the goal of structural adjustment of pollution-intensive industries by using a variety of policies.
