The paper studied the core idea of civil society theory, market promotion theory , region innovation theory and SMEs theory, and analyzed the meaning on theory, as well as built a science and technology intermediary theory framework. The paper concluded that civil society theory proved the reasonability of the existence of science and technology intermediary, market promotion theory pointed out the government’s responsibilities and functions to science and technology intermediary’s development, region innovation theory defined the functions of science and technology intermediary and medium enterprises technological innovation theory clearly defined the service clients of science and technology intermediary.
