摘要
《农民专业合作社法》的颁布标志着农业中介组织发展进入了依法发展的新阶段。农业中介组织一方面具有连结农户与市场、有效降低政府贯彻涉农政策的监督成本等正外部性,另一方面农业中介组织又存在提供有限的公共物品、不能解决所有的公平和效率矛盾和冲突等局限性,以及信息不对称性、其管理者和领头人的"败德行为"等组织失灵现象,因此政府有必要对其进行宏观管理。从制度视角架构了农业中介组织宏观管理机制,发展规划机制、资源管理机制、管理机制和社会协调机制是农业中介组织宏观管理机制四个重要组成部分,它们分别发挥着制定农业中介组织发展规划、标准和法律政策;提供培训、支助延伸研究、激励约束、协调等作用。
The Law of Farmers'Cooperatives has been enacted since July 1,2007,which marks a new stage of development for agricultural intermediary organizations. These organizations,on the one hand,have positive externality,such as connecting the peas1ant households and the marketplace,reducing the supervision cost of the government,implementing the policy about agriculture effectively,and so on. On the other hand,they have some limitations including the limited amount of public good,failure to resolve all contradictions and conflicts on a fair and efficient basis,information asymmetry,and degenerated moral behavior of their directors and leaders. Therefore,it is necessary to carry out government macro management. This article designed the macro-management mechanism for farmers intermediary organizations from system aspects. It consists of four important components which are the developing and planning mechanism,resource administration mechanism,managing mechanism and society harmonizing mechanism. They are supposed to fulfill the function of making blueprints,stipulating standards,laws and policies,providing training,carrying out follow-up researches,etc.
