摘要
目前,集体建设用地基准地价还是我国地价管理中的空白,探索和完善集体建设用地使用权基准地价的评估工作迫在眉睫。结合具体的评估试点工作,介绍了农村集体建设用地基准地价评估工作的特点和评估流程,分析了评估工作中存在的主要问题,就评估范围的划定、级别边界的处理、估价资料的收集、估价参数的选取、基准地价的确定、基准地价的衔接等关键问题提出了相应的解决办法,以期完善农村集体建设用地基准地价的评估工作。
The appraising ofthe collective construction land is still an issue remaining untouched in China's management of land prices, which makes it urgent to study the appraising method and skill. Based on the specific assessment, this paper introduces the characteristics of rural collective construction land price evaluation and assessment process and analyzes the existing key problems of appraising work. For the key problems , including the evaluation scope,delimit boundary of grade,the collection of data, the selection of evaluation parameter , determination of benchmark land price and the cohesion of benchmark land price, the corresponding solution measures are pointed out.
