高校档案工作的风向标和催化剂——对教育部、国家档案局第27号令的解读

2008年,教育部、国家档案局第27号令颁布了《高等学校档案管理办法》(简称"27号令")。文章结合27号令出台背景和高校档案管理实践,对27号令进行了解读分析,认为27号令为新时期高校档案机构职能的拓展、学生档案的有机融合、电子档案的集成管理、档案信息资源的开发利用等提供了法律依据和保障,是新时期高校档案工作的风向标和催化剂。

In 2008, Ministry of Education and National Archives Bureau issued the No. 27 decree ＂Regulations for University Archival Work＂（Decree 27, for short）. This thesis, combined with the issuing of Rule No.27 and the management practice of domestic universities＇archives, unscrambles the Rule, and thinks that it can provide legal basis for university archives to integrate student profiles, unite electronic archives management, and develop file information. It also discusses howto carry out Rule No.27 and accelerate the trend of integration and socialization of China＇s universityarchives development.
