摘要
波尔兹曼用统计力学的方法建立了热力学第二定律的数学描述，提出了涨落理论．本文在此基础上提出了对涨落控制的基本概念、性质、负熵机制以及自由能等一系列问题．
Based on the statistical mechanice, professor Boltzmann established the mathematical theory of second Iaw of thermodynamics and fluctuation theory.Under these theories if described the control of the fluctuation and its fundemental conceptions,properties,negative entropy and its free energy.
