In the context of transfer and adjustment of the global refining industry., the local refineries are faced with new opportunities and challenges. The article uses SWOT theory to analyze the strengths, weaknesses, opportunities and threats of the local refineries. Based on the analysis, the article puts forward development direction of the local refineries and also points out that the government should provide policies and financial support to the local refineries so as to help them in transformation or withdrawing.
