摘要
基于对国外弱势就业群体理论及其政策支持情况分析,认为发达国家主要从提高弱势就业者的就业能力、拓宽社会对弱势就业者的需求量、采取特别措施和相关法律程序保障弱势就业者实现充分就业等方面促进这一群体就业。这些积极的治理措施在一定程度上缓解了弱势就业群体的就业矛盾,有利于社会稳定,对我国解决弱势就业群体问题也有积极的政策启示作用。
Foreign theories and policies for the employment of vulnerable groups are analysed in the paper.It is found that the developed countries facilitated the employment of the groups mainly by enhancing their employability,increasing the demand of the society for them,and taking special measures and legal proceedings to safeguard them in full employment.These positive measures of governance alleviated to some extent the employment pressure of vulnerable groups,and had good effect on the social stability,which gives China's practice in the field an active enlightenment.
