论我国无线电军地双管体制的变革与完善

西方国家无线电管理多实行单轨体制,由独立的电信管制机构来进行包括无线电在内的电信管制。我国无线电原本实行军地双管,但1998年的机构改革打破了这种双管设置。从我国现行宪政格局出发,这种改变必须有人大立法层面的依据,改变后的管理体制可实行工信部主管,在工信部下设独立管制机构,军队仅对军用无线电享有自我管理权。
