摘要
随着我国经济体制的发展和变革,由于预算定额不能满足施工生产和施工单位没有建立真正的企业定额等原因,导致公路工程实施阶段出现了计价定额空缺的情况。在分析现有定额管理制度对数据真实性的影响和缺乏统一的清单工料机消耗量标准对定额管理的影响后,提出要采用各种手段充分调动施工、设计、咨询等各单位测定定额的积极性,通过强力推行《公路工程工程量清单计量计价规则》,利用计算机和互联网搭建造价基础数据的管理平台,建立和发布基于《规则》的工程实体性工料机消耗量标准的建议。
With the rapid development and reform of economic structure, detailed estimate norm can not meet the needs of highway engineering and highway construction organization can not establish new norm of its field, which leads to a blank area in valuation norm in high way implement stage. After analyzed the effects of current norm management rules towards authenticity of data, and that of discord consumption in labor, material, and machine towards management itself, the essay provided advice by promoting construction, designing and consulting units＂ positivity and by introducing Charging Rules for Bill of Quantities of Highway Construction Projects through exploiting computer, internet data management platform , in order to construct and publish consumption standard based on Charging Rules for Bill of Quantifies of Highway Construction Projects.
