摘要
从分析BT项目的特点出发,以扁平化理论解释BT项目管理现状的不足,同时对BT项目管理过程中项目建设方与监理方的管理融合状况、当前法律、政策引导趋势等问题进行了探讨,由此提出BT项目新的组织结构模式和管理行为模式。新模式具有其自身独特的优势,是未来BT项目建设致力的科学发展方向。
Proceeding from charateristics of BT projects, this paper describes deficiencies of BT project management situations via flat management theory, in the mean time it also discusses management situation and policy trend in the process of BT project management, and thus put forth new organizational structure models and managing behavior modes. The new models have their own unique advantages which embodies developing trend of BT projects in the future.
