Open and access,as a new model of academic communication and publishing,has aroused the attention from all sections of society.Facing the situation important information service institutions,such as university libraries,are committed to the further development and promotion of it.Starting from the definition of the movement,this essay has introduced the current developing of open and access,analyzed its varied influences on university libraries and elucidated the countermeasures the university libraries should take under such impacts.
