高校学生医疗保险及医疗费用负担调查

Study of Chinese College Students' Medical Insurance System and Medical Expenses

目的了解当前我国高校学生医疗保险及医疗费用负担现状,为大学生医疗卫生服务提供参考。方法从全国各省市选取150所高校,采用问卷调查法,了解我国高校医疗保险经费来源及支出情况、学生投保情况、学校医疗机构现状等。结果高校医疗经费来源渠道较少、金额较低,且各类院校医疗经费来源存在差异;公费医疗高校的资金缺口随着学生负担医药费比例的下降而上升;高校在卫生防疫工作方面投入的经费金额严重不足。高校贫困生比例较高,自愿投保比例较低。高校医疗机构等级偏低,医护人员专业知识水平有待提高。结论我国高校医疗机构及学生医疗保健现状均不容乐观。应加强高校医疗保险体制建设,加大政策保障和经费投入力度,提高高校医疗服务水平。

Objective To study college students＇ insurance system and the medical expenses,and to provide reference for their medical hygiene service.Methods By using questionnaire survey,150 colleges or universities were chosen to study the source and expenses of medical insurance,students＇ insurance arrangement and school medical institution equipment.Results College medical expenses sources were lack,and they got smaller amount from these sources.There were differences of medical expenses in different kinds of colleges.The financing gap of medical services at state expense increased with the decrease of students＇ medical expenses.There was seriously deficient in costs of sanitary and antiepidemic in college.The proportion of impoverished students was large,and little of them would buy insurance.Conclusion It is not optimistic of medical institution and medical health care.College medical insurance system construction should be enhanced,governmental inputs and policy assurance should be increased to improve medical service level.
