摘要
现代行政管理活动中,行政人员人性发展的需要为伦理自主性的发挥提供了正当依据。它来源于行政自由裁量权,但因受到以技术理性、效率至上及价值中立为特征的官僚制的制约,难以满足现代公共行政发展的需要。因此需要从完善制度建设和加强伦理意识两个方向出发,保证行政人员伦理自主性的充分发挥。
In modern public administration activities, the need of humanity development gives validity for public administrator＇s ethical autonomy. The autonomy based on administration discretion is restricted by the bureaucracy which emphasizes technological reason, efficiency and value -free, and can＇ t fit the development of modern administration. We should improve the institutional construction and highlight ethical responsibihty to build administrator＇s ethical autonomy.
