摘要
企业医院改制是卫生体制改革的重要组成部分,是所有企业医院面临的重要课题。在实施企业医院改制中,要把握好医疗市场拓展、富余人员分流安置、改善内部资产结构等关键性问题,认真做好经营能力的预测分析,选择适合自我生存和发展的改制模式。要坚持党的领导、从实际出发、依法依规和有情操作的原则,坚持依靠职工群众,加强组织领导,确保医院改制工作的顺利推进。改制医院要妥善处理内部股权结构问题,理顺内部管理关系。政府和母体企业对改制医院要给予关心和扶持,把改制医院纳入整体卫生管理规划,建立改制医院承担公共卫生服务职能的补偿机制,确保改制医院的长远发展。
Institutional reform in enterprise hospital poses an important part of health system reform which is a crucial issue in face of all enterprise hospitals.When bringing reform into practice,hospitals should carefully handle the key issues such as health care market expansion,dispersion of redundant staff,internal capital restructure,etc,while also have to take the forecast and analysis of operational capacity seriously as well as resort to a reform mode conducive to their own survive and thrive.Safeguarding the smooth running of system reform relies on the principles of adhering to party's lead,basing on the facts,abiding by law and regulation while standing to sense in practice,and also depends on employees and stronger leadership.During the reform,proper inside stock ownership assignment and administrative relationship should be taken into account.What's more,government and parent enterprise should give concern and support to hospital system reform by enlisting it into overall health management planning,establishing the compensation system for reformed hospitals to bear the responsibility of providing public health service in a bid to sustain the longer development of reformed hospitals.
