农民集中居住过程中的农民福利缺失及对策

Lack of Farmer Welfare in the Process of Farmers' Centralized Living and Measures

随着工业化、城市化的快速发展,农民集中居住作为改善农民生活条件、集约高效利用土地的重要手段,正在全国各地广泛兴起。其中,农民意愿成为影响该项工作实施的重要因素。依据阿玛蒂亚.森的可行能力方法框架理论,将农民福利的内涵界定为家庭经济状况、居住环境、社会保障等7个方面,并分析了各项福利在集中居住前后可能的变化及其对农民集中居住意愿的影响,并提出了相应的对策。

In the rapid development process of industrialization and urbanization,as an important means of improving the living conditions of farmers,intensive and efficient use of land,farmers＇ centralized living is becoming more and more popular throughout the country. And,farmers＇ will has become an important factor in the implementation work. Based on the theory of Amartya Sen＇s capabilities approach,this article will define farmer welfare as economic conditions,living environment,social security,etc. And then this paper will analyze the changes of seven components of farmer welfare as well as their impact on centralized living will of farmers,and put forward some measures in the end.
